About the Author

Professor L’Estrange is a graduate of Sydney University (1971-75) and was a Rhodes Scholar at Oxford University (1976-79). He was also awarded a Harkness Fellowship and spent two academic years studying at the School of Foreign Service at Georgetown University in Washington DC and at the Institute of International Studies at the University of California at Berkeley (1987-89). Professor L’Estrange was Secretary to the Cabinet and Head of the Cabinet Policy Unit from 1996 until July 2000 when he became Australia's High Commissioner to the United Kingdom. He returned in January 2005 to become Secretary of the Department of Foreign Affairs and Trade in Canberra, a position he held until August 2009. Professor L’Estrange is currently Director of the National Security College at the Australian National University. michael.lestrange@anu.edu.au.
