About the Author
Dr Richard Brabin-Smith AO is a Visiting Fellow at the Strategic and Defence Studies Centre of the Australian National University. His earlier positions in the Department of Defence included Deputy Secretary for Strategic Policy and Chief Defence Scientist. He spent the 1980s in or closely associated with the former Force Development and Analysis Division, of which he was Divisional Head for four years, and he worked with Paul Dibb on the “Dibb Review” in the mid-1980s. richard.brabin-smith@anu.edu.au.
