Strategic Reform: More than Systems and Processes

Abstract
Government’s funding guidance is driving Defence to reduce its spending. The Strategic Reform Program (SRP) is planned to deliver $20billion in savings to partly fund the capital program. Its targets include enhanced accountability, productivity and integrated planning. These are to be achieved through implementation of savings and non-savings reform streams. The lessons of other reform programs provide a beacon for the SRP. These lessons include: contestability improves performance; continuing political mandate maintains interest; out of the box thinking can lead to better solutions and efficiencies; and leadership drives reform. However, true reform will only be realised if the current focus on structural and mechanical change is augmented by a shift in organisational culture.
