National Effects-Based Operations: The Example of Fleet Air Defence

Abstract

The integrated air defence of maritime task forces is conventionally regarded as being of purely military concern. This article argues, however, that under the principles of operations research, the whole-of-government instruments applied during the Falklands War (1982), Tanker War (1987–88) and East Timor (1999) were significant air defence systems. Australia’s expanding capacity to project military power through defended maritime/amphibious task forces must therefore be compatible and integrated with its regional/global engagement—a National Effects-Based Approaches question of force structure design, even if the systems concerned are grounded in psychology versus physics.

About the Author

Dr Patrick Hew joined the Defence Science and Technology Organisation in 2000, and works in a multi-discipline team that advances concepts for the future Australian Defence Force. His PhD is in robotics (The University of Western Australia, 1999), and he was embedded in Capability Development Group during 2006.
