About the Author

Professor Ross Babbage is the Chairman of the The Kokoda Foundation. He is also Managing Director of Strategy International (ACT) Pty Ltd, a consulting organisation dealing primarily in national security analysis, policy and educational services. Ross has held several senior positions in the Australian Public Service, including Head of Strategic Analysis in the Office of National Assessments, and he led the branch in the Department of Defence responsible for ANZUS policy. He has also held senior positions in ADI Limited, led the Strategic and Defence Studies Centre at the Australian National University, and he is a Council Member of the International Institute for Strategic Studies in London (IISS). rbabbage@connect.net.au.
